State institutions were assessed on the level of implementation of the different responsibilities under the RTI Act. This includes submission of the Annual Report to the Information Commissioner, appointment of IOs and RC members, proactive and reactive disclosure

Using the RTI Evaluation methodology developed by the Centre for Law and Democracy, the central measures at the ICO, as well as a sample of 30 public authorities were evaluated on their institutional measures, reactive and proactive disclosure of information.

The websites of 935 public authorities from the executive, legislature, judiciary, local government, independent institutions, and state-owned enterprises were monitored for the availability of information required to be proactively disclosed under the Right to Information Act.

This study brings out critical gaps in the RTI Act that can be reviewed & strengthened to ensure effectiveness of the right. The study also moves further into how access to information can be made more effective

by moving beyond just the obligations under the right to information law.

A sample of 73 state institutes

were tested for compliance on proactive disclosure through RTI request submissions. Additionally, IOs and administrative heads of each institute were presented with guidance on the best practices in responding to RTI requests.
